University in the Oil rich state in Nigeria_Who is to Blame??

What would you call this,Higher institution or Rumoukoro Community Secondary School? 

And what do yo think will be the content of this higher institution,do u think a tertiary institution with this kind of dilapitadated entrance ,lecture hall and shuttle bus like this can produce genius for our dear country?? or Looters of public fund when given the opportunity, to backup their days of suffering while in school .
